Mr. Richard J.
Kastner is General Counsel at Blue Cross & Blue Shield of Kansas City and Secretary at Missouri Valley Life & Health Insurance Co. As General Counsel, he leads the Blue KC Legal Division, which is responsible for providing and coordinating legal services on behalf of the company.
His areas of responsibility also include Government Relations, Legislative Affairs, Ethics, Compliance & Privacy, Grievances & Appeals and Contracts & Compliance.
Mr. Kastner is a regular contributor and member of National Blue Cross and Blue Shield Association Legal Committees and Programs.
He currently serves as Vice President of the Association's Legal Department Cooperative.
Mr. Kastner earned a Bachelor of Science Degree from the University of Kansas and a Juris Doctorate Degree with honors from Washburn University.
