and design and engineering positions at Boeing, Dee Howard Co. and Chengdu Aircraft Co. He has 26 years of aviation experience.
Mr. Liao received a Bachelor of Aircraft Engineering degree from the Nanjing University of Aeronautics and Astronautics in China and a Master of Science degree from the University of Illinois.
